I agree that we need performance indicators, but looking at the policing plan for 2003-2004 it concerns me that the police will concentrate too much on meeting targets and less on actually fighting crime.
For example, if they are currently performing above target on responding to violent crimes, but below target on responding to traffic accidents, then they might shift their focus and resources unfairly to the latter. It would make more sense if they judged each case on its severity rather than on it's ability to help them reach a target. In reality I hope this is indeed what they do, but in this era of Best Practice and targets you can never be so sure.
