Hmm, this sounds familiar some one had a similar problem a little while back(more to do with opening any window though):

It misght be the same virus, what are the processes that are running?
What platform are you running, do you have firewalls active, and virus checker running on start up? can you get into command line at all?

Sounds Like windows genuine advanatage tool is upset, this could be for a few reasons bur essientailly becuase your copy of windows doasnt think its genuine, its stopped working !! and wont allow you to install anything etc..
This could be that your copy of windows is running an invalid key, or it has other reasons to suspect that the version of windows you are running is not yours.
Did you get it with the computer, if so go to microsoft and test if its a good copy.
Try the microsoft site for help
:)
i have firewall and running xp dont know much at all about computers

1) Can you go to start>run then type cmd.exe, can you get to command line via that?
2) What is the list of processes running when you press Ctr-Alt-Del, If its huge don’t worry, but some Viruses give thier selves away here
I haven’t heard of Microsoft stopping non genuine copies running .exe files. Is that true zooburner? Anyway, wouldn’t a system restore before this update occurred sort this out? Not that I would support illegal copies of windows

Good question sheff, I always thought it did, but looking on other forums it seems to do little more than nag folks to get a legit copy.
(if you got your computer in good faith Microsoft, will apparently give you a valid key to use for free )
I have a question though, perhaps they are running on, or the computer thinks they are running on a limited user account ??
:)
thanks for your help got someone to sort it for me thank you for taking the time to help
