The emergency could be a big accident (say at a chemical plant, or an airoplane) or weather based (flooding or hurricane/strong winds). I remember partaking in a Nuclear Biological & Chemical warfare course (some years ago) and whilst decontaminating my body before being able to take a 'barry white'.... (you need to know I was wearing a full NBC kit including gloves, helmet and padded suit). after patting myself down fully I remember opening my eyes to realise I had been using a packet of ration biscuits and not the said pad.
