I've found a parakeet today, no rings on it's legs and it didn't fly off although it doesn't seem obviously injured.
It's yellow with bluey/grey flight feathers, sky blue on face and wing edges, a bit of red on it's wings and chest/legs.
I've picked it up and brought it home for now and will ask around the local area where I found it.
It's currently residing in the cat box (away from the cat ;)) but I have never had a bird before (other than the ex-batt chooks I got in March) so have no idea what sub species it might be or whether the water, trill and grit I've given it are enough.

not to the police, no.
but I plan to do a leaflet drop in the village, ads in papers etc.
If it's not claimed in two weeks I'll rehome it.

I'd agree that this needs reporting to the Police.

Someone's probably reported it missing and is worrying frantically - expecting it never to return.

Imagine how happy you'd make the owner if it were to be returned safely? :)
