The joke wasn't about someone being shot, infact it didn't mention guns, bullets, shooting or anything related to firearms at all, so I don't see how someone could be offended by it. Totally agree, if you'd made a joke about someone being shot then I could understand. The cordon was quite big, so no chance of seeing what was going on.
