There is a dog somewhere on my street or one nearby that just whimpers and cries all the time - day and night.
Sounds like he is living outside - I have no other info. Should I try and find out where he is or is there nothing that could be done anyway?

Yes I would walk down and try and find out where he is, there is something can be done either:
He has no shelter, he could be causing a noise nuisence in which case it may have been reported already or he could have been abandoned. I would check it out just in case he is suffering in some way if you think he is, then it needs reporting.
In the last couple of years there has been two dogs die of cancer in a coal shed not far from me and also a dog abandoned when the owners moved. Had I known that the RSPCA wernt dealing with it. I could have done something about it but you dont know til you investigate and make sure that something is done. My neighbours and I were let down by the RSPCA on the second incident and I am adamant that wont happen again.
I hope he is ok but if he isnt then you may be doing him a huge favour.

If the rspca dont help people who are concerned animal lovers, who can?
The RSPCA aren't there for concerned animal lovers, they're there for animals... supposedly :suspect:
they seem to have a totally skewed idea of what kind of suffering an animal is supposed to put up with though!
I would have to find out where it was, then unfortunately the rspca are the ones who can take action (if they will) We had a similar thing the other year, it turned out ok, someone was looking after a dog for a couple of weeks over the back gardens, this dog was in the shed, well cared for etc but the foster parents didnt want it in the house so it was kicking off.

where abouts are you?
i have 2 rotties living next door but 2 to me and i have now given up hope on the rspca. thease dogs are underweight not social and whine and howel most of the time they are outside 24.7 not walked and the areaa both have to sleep in is far to small.

thats terrible, is the RSPCA the only people who'll be interested or is there any other avenues?
i really dont know as they would be the only ones to be able to take them away unless someone was a good negotiator as neighbours have spoken to them and they have very little knowledge of the breed and think everything they do is ok for the breed.
