Does anyone know of a good (simple) web design tool that is easy for a none technical person to use

Doesn't need to do anything too fancy as it just for a simple site for someone to advertise their business

nVu? (http://www.nvu.com/) Might be worth a look, as it's a WYSIWG (What You See Is What You Get) editor as well as letting you work purely with code.
