How do they do that?

The legs are a complete mystery, the top half is simply a man with no legs, like Johnny Eck.

Seen this before, amazing trick. I think they do it using midgets. Although the guy appears to have a full sized upper body looking at his arms. God knows how they do the legs though.

The top half seems to be as Nekro said, just a guy with no legs. the Legs for the bottom part are likely to be real and the torso of the owner is bent over in to the rather thick table top. Good trick though.

Why not cut Peers Morgan in half?
