JTF Warehouse, just off the parkway next to morrisons sell things like that quite cheap. You need to register there though I think, if you're self-employed/business.

There are loads of online traders that offer very good prices. I use themetraders.com and partypieces.co.uk

They both have a very large range of decorations etc.
