Is there a website that is free where you can view the Sheffield electoral register ?

I don't think so. You can view it at the council chambers or (I believe) certain of the sheffield libraries for free, which are pretty widely spread about if you don't fancy coming intot he centre.

Try going to 192.com you can search for people on the register if you know some basic information (name etc). You wont see people who have opted out of being on the public version.

I'd say it's probably on micro-fiche now in the library. Probably worth giving them a ring 273 4272 or email centrallending.library@sheffield.gov.uk

Yes in the Central Library in town, upstairs in the local studies section go through the door and they're on the right, these are book bounded volumes going back to about 1940's and pre 1940's are available on microfilche.
