if you have broadband it's pretty straight forwards.
setup the webcam in the position you're after.
Then download on of the freeware utilities that controls the webcam and presents an html interface to view it.
I've used webcam2000 before, i'm sure you can find many options with google.
The better ones will give you options to stream video, or take regular stills and possibly to password protect the view. All you need to do then is browse to your home pc.
If you don't have a fixed IP address, which you most likely don't, take a look at no-ip it sets up a dns which points to your pc and updates dynamically, this allows you to browse to your pc using a domain name instead of the ip address. I think one of the domains for no-ip is http://www.servehttp.com/
I know somebody who did this in the company he ran. He e-mailed one of his staff whilst off site telling him to get his feet off the desk, then had a good laugh at the guy's reaction!
If you're wanting better framerate, try one of these http://www.axis.com/products/video/camera/
No idea how much they cost, but really good framerate, up to 10fps as opposed to the freeware versions which I've only ever been able to get 4fps out of.
But password the page, or join the hordes of googlable unprotected Axis cams worldwide...

(may need mozilla/firefox)

I would expect that a framerate limit would be throttled more by the size of you uplink on your broadband than by the camera itself (although badly coded server software could cause a problem).
The alternative is to set it up to detect motion and then email you at work with a 3 second clip.

We use Axis cameras at our school. They provide very good resolution, excellent software for viewing and broadcasting and you can adjust the framerate and resolution to suit. We find 15fps is perfect. I think they cost around £120.

Here's the proof-positive that owning a webcam is a good idea..

LOL!
Truly one of the best news stories I've read in a long while.

We used a webcam at work to find out who was nicking spare change off people's desks after-hours.
It turned out to be a light fingered cleaner.
Quality of the footage was great! The evidence was indisputable.

I've often though about doing this, but I can see me rushing home in a panic everytime my PC crashes.
