I have noticed at least one landlord dumping properties.

I'm speculating, but:

the existing rules mean that if a landlord rents out separate rooms, there must be things like firedoors, locks etc.... but if he lets out a house to 4 people, the property is exempt.

If they bring in a bathroom ratio, you can still choose to rent a 'house' between you, rather than 'rooms'.

But I'm just guessing.
