In todays Star - police are appealing for witnesses, theres even a video to watch of the scumbag stealing the householders handbag - but in a stroke of red tape genius, we cant actually see his face - FOR LEGAL REASONS!!! Surely the police could catch him a bit quicker if the public could identify the lowlife scumbag!
