I REMEMBER READING SOMEWERE ONCE THAT WHEN YOU SEND EMAILS YOU CAN ADD SOMETHING ON TO THEM THAT TELLS YOU WHEN THE READER OPENS IT CAN YOU? WHAT IS IT? HOW DO YOU DO IT? THANKS

Its called a read receipt.

They are not reliable, because the reader's email software can choose whether to send one back or not.
In other words you will not be able to tell properly if someone has read your email or not.
So if it's important, you should probably phone.

Absolutely. Delivery (to the mail gateway) and Read (by the recipient) Notifications are not mandatory and can be turned off or ignored by either.
