Hiya

What kind of fish?

When you say you flushed it out do you mean you replaced ALL of the water?

Did you replace ALL of the filters at once?

If you have to both then your fish are suffering from new tank syndrome. You rarely need to change filters (except carbon ones) generally you just need to rinse them out in water that has been syphoned from the tank. Tap water kills the bacteria in the sponge needed to keep the water in good condition.

Do you use a dechlorinator when adding fresh water?? This is needed as chlorine is poisonous to fish. The best way is to stand a bucket of water for 24 hours, this helps bring the temperature up and also allows the chlorine to go.

I would really suggest that you get something from the fish shop that will kick start your filters, although you're going to need to keep an eye on your fish as they will be very stressed and there will be ammonia and nitrate spikes.

If you have a friend that keeps fish that can help out by giving you some old sponge from their filter that may help.

my two fishes are goldfish,

i changed the complete water set up, and replaced the carbon filters, had the fishes for 2 years now, but recently put new gravel in (tuesday) even though i cleaned the gravel before placing it in the tank, im wondering if thats my problem, the fish are fine, not stressing, but now im wondering to take half the water out and replaced it with fresh to see if it makes a difference

Angilar is right, you should never change the whole water only ever do partial water changes with water that has been stood 24 hours or has had de-chlorinator added. The bacteria in the sponges are needed because of the ammonia nitrate, nitrite cycle.

The cloudiness could be from the gravel, it's really difficult to clean it completely. I would do a max of 30% water change and do that over a couple of days, preferably with dechlorinator added. We get ours from Wilko and they also have a cleaner that eliminates nitrates and ammonia so that would be good too.
