Possibly - despite an increase in high level political sleaze the business world and the civil service in Britain are relatively uncorrupt. Interesting to see that northern European and English-speaking countries feature heavily in the top twenty. And that Iraq, despite its marvellous good fortune in having an Anglo-American colonial administration, is next to bottom.
