Hartshead Square is a restricted area for vehicle access, loading only permitted until 11am, and then NO VEHICLES after this time and no parking or access.Many times I have to drive thro the Square to access the lock up garage next to the pub, only frequently to be stopped by Parking Wardens who tell me I am not even allowed to DRIVE onto the Square after 11am. The fact I own the pub and the garage seems to be off little interest, and that I come and go sometimes several times a day. So far I have escaped any tickets as I just drive off and wait for them to move on, say 10 minutes, and then I can drive freely into the square and access my own property.
can the Council enforce this rule on anyone who owns property in the Square and who needs access to their business if this silly restricted access bylaw is in operation?

Yes; and hopefully one of them will read this thread, hang around and wait and then have your car towed.
ISTR that it's been like that for longer than you've had the pub so you know what's coming ;)

Maybe not but challenging a law when it is, to use the old phrase, "an ass" is a point.
I wouldn't know how one would go about bringing it up officially, but perhaps someone on here might?

If you own the pub and the garage, I would have thought there would be something in the deads or other legal documents, that would mention any access rights that you have. Might be worth checking to see if you can find anything. If not, I consult a solicitor to see where you stand. If you do have rights they might overide the council's restrictions. Traffic wardens don't know if you have any access rights but I'd check before arguing with them.

It is not misfortune to be appropriately punished for ignoring the law. It's just desserts.
