I don't know anywhere at the moment that doesn't use winter tees, the mats at Tinsley are ok ,played there last week only 5 temporary greens in play.
There is a decent 9 hole golf course at Wombwell "the Hillies" where you can get on straightaway.
the driving range at Concord is quite good £1 for 30 balls .

Rother Valley has all that you ask about (not sure about the tees though)

does anyone know where i can play golf

Why would anyone want to play golf in winter?.
Last winter, I was sat fishing at our local pond and it was snowing. Across the way, there were two people golfing. I said to my mate "look at them nutters golfing in this weather"

you can play 9 at Birley, usually you can just turn up, although prudent to ring.

I'm going to try starting up a regular practice hour at Concorde on Sunday evenings from 7pm if you fancy joining me.

I play off 18 and I'm no expert but I could give anyone who wanted it some pointers to playing the game better. Similarly, if you think you have some top tips to offer and fancy sharing them, then feel free to join in.
