They're having the builders in at Weston Park Museum. I pointed out the current state of construction to someone I know, and she said there was an artist famous for that.

Does it matter ? Much better they spend the money available doing a good job on the renovation than squandering some of it to make the temporary protective polythene aesthetically appealing.
Christo's is an art installation, Weston Park's is scaffolding. The latter happens to cover an art gallery but I think you're trying to contrive a point there. It really is just scaffolding and needn't be anything else.
With my limited art knowledge I reckon that the Western Park gettup is more of an installation than the stuff that one-trick pony Christo does. Much more hardware involved for a start.
