They found out my modem was on another area code :loopy::loopy: WTF why ? They have switched it back over and i'm now on 4-5MB but when downloading anything for the 1st 10 seconds it starts about 25mb speed then gose to 4mb very quickly. Before you leave them though, be sure the problem is with the ISP and not that your local exchange is over-subscribed. There is problems with the XL BB download speeds, if you have motorola modem you are Ok. The engineers know about the issues and working on it. pitty the BB help line don't know this as i've spent 15min talking to some one in broken English and was getting very very frustraited.
