The solution is simple.
Ban all cars between 6am and 10am and then ban the cars again from 3pm to 6.30pm.
Problem solved, no traffic congestion and everyone breaths clean air

Here's a more sensible solution, work with the bus companies, schools and parents to provide a yellow bus system similar to that in use in the US.
Instead of parents dropping kids off, adding to traffic and creating dangerous situations with illegal parking, you have a few busses that call either at people's houses or designated areas for each block and they take the kids to school. So all kids either walk or use the new bus scheme and nobody goes to school via car.
This would cut congestion in a very big way. Just look at the difference in Sheffield's traffic when the schools are on holiday. My journey time goes from 40 minutes to 10 minutes.

I think this has more to do with parents being on holiday with their kids therefore not being in rush hour.

I don't think that's the case. I doubt everyone goes on holiday with their kids or takes time off every school holiday (the people I know with kids certainly don't).
The extra traffic created by school runs causes problems on our roads and adds to congestion in a huge way. You have lots of extra cars on the roads, in some cases one per child, and you have problems where parents park in stupid locations or stop outside the school to drop their child off blocking the road.
It's certainly noticable when the schools are off and it's always something I've wondered about as to why the council don't tackle school runs to lower the demand on our roads caused by them.

I’ve known a 45 minute journey be reduced to less than 10 minutes when the schools are off. Just goes to show who really causes the congestion.
Another idea is to scrap bus lanes. Squeezing more and more traffic into less lanes only causes more congestion and no council will ever stop the flow of traffic without banning cars all together, for which they are too scared to do.

I can see that some bus lanes in Sheffield are decent, however some seem to cause more problems than good due to the space allowed for other vehicles.
