I think this has been covered before and is pretty much a hoax. I've taken both my dell laptops apart before, and have found no such device...

TBH the thickness of the wires on the little board would make me worry as all DELL laptops use much much smaller wiring.

Looks like a hoax to me, especially as the "device" is not shown in context with the laptop and the one picture of it is out of focus and the wrong shape.
