Hi Chris. It's Moore Street electricity sub station, by Jefferson-Sheard and partners, completed in 1968. It's now a listed building, so I'm told. I don't think it's in use any more, but I work nearby and have seen people going in and out the door in the side, wearing hard hats. Something going on? We should be told.
