if anyone hears any news on this i am really quite intrested.
whats do you think ??

If we gonna be fining people for bad habits lets fine Parents who over stuff their children on Greasy food, people who drink more than their recommended intake of alcohol, drivers who use bus lanes.. The list could go on for ages..

There are a lot worse things in the streets than smoking.... why not sort those out first???
Well, if smokers drop their cigs on the floor when they have finished, shouldn't they come under the same 'on-the-spot' fines that you get for littering? I mean, it is litter after all.

Littering the street is against the law, smoking (as far as I know) is not. People who carelessly litter the street should be punished (okay £1000 is pushing it a bit, but that will only be in extreme situations)
I bet the council could raise a fortune by fining people who spit chewing gum on the pavement, there is tons of it in Sheffield, though strangely enough you never see anyone actually spitting it out.

Over 300 Fixed Penalty Notices have been issued for littering offences in Sheffield. Many of these are for smoking related litter, Either issued to people in the street or sent in the post to offenders in the post who have trown litter from thier veihicles.
There are constant patrolls of authorised officers all over Sheffield keeping an eye out for any offences.

i agree though even though im a casual smoker, i hate having someones smoke breathed in my face - better than macdonalds breath yuk! why do people do it?
someone mentioned people who stuff their kids with greasy/junk food should be fined - AGREED! they should have colestr. tests at school - its near child abuse!
Lickable 10-11-2004, 09:54 I say it should be banned on streets. We are not allowed to drink on the streets. I am not sure about banning it in pubs though. Its not gunna be very fun on a night out with a load of grouchy smokers!
Yodameister 10-11-2004, 09:54 Catching people chucking cigarette butts is easy, because it is very easy to spot when they may be about to do it (ie they spend 5 minutes smoking it beforehand!)
Obviously catching them spitting gum out is much harder. I agree that all the gum on the floors is disgusting and it would look so much nicer if it wasn't there.
They feed thier kids cheep covenience food because they are too idle to cook good, nutritious healthy grub. If it wont go in the microwave and costs under 99p..and is not shaped like a dinosaur..they dont want it. A pile of tasty veg with some sort of meat ..or whatever is so much cheeper. But kids will only eat grease/junk because thats all they have been taught from an early age.

I'm just amazed by how much gum there is though, every pavement in town has a leopard effect on it. As soon as a new pavement is laid it's covered in about a week. It makes town look realy scruffy.

Its hard to catch people spitting the gum out..but we have managed to fine 6 people so far for it.
If i ever get fined for smoking on the streets i will refuse to pay on principle.
I'm a considerate smoker. I don't blow smoke in peoples faces or smoke in really busy places. Yeat i could be out of pocket to the tune of a thousand pounds cause i decide to light up! The worlds going mad!
there is a clear difference between being fined for smoking (which is not the case) and being fined for littering (which is the case).
Refusal to pay a littering fine will result in you being taken to court (i hope).
Was the radio show host just confused, or were they trying to cause controversy? Who's show exactly was this?

I have to agree - spitting the the mosst repulsive thing a person can do, the council would be better off enforcing "no - spitting" laws, they could earn millions in a short period if they went around parson cross, the manor or the castle markety area of town.

I don't think it's area specific.
We once had lunch outside the Cross Scythes in Totley where some old geezer sat hacking-up flem and spiting it in to the flowerbed.

are you guys just talking about spitting now, not spitting gum?
I don't think it's practical, feasible or even remotely sensible to try to outlaw spitting in public.
Aparently last year someone broke wind in Fullwood.

Spitting out gum is littering. Spitting is just dirty and bad mannered... spreads disease too.

I know what you mean my kids eat all there veg 1st they love it, i have to tell them to eat there meat as they just want veg if its not veg its pasta , the odd treat to mc donalds dont harm my kids its a treat and they know that but they have grapes and fish fingers (its what they like )
I agree so much in what you are saying my kids have always had a good diet. I made both their baby foods my self while working and looking after 2 kids.I mustsay it takes two minutes to make a healthy meal . If you aint got time pasta is so much better then chips for them thats takes seconds .....
Can i just add i hate kids that have chewing/bubble gum, ohh my god kids have it as young as 2 these days and how many times i have to explian to my son why he cant have it when hes friends do (sound like such a cow to my son but sorry no chance is my kids having that )
oh thats it i guess i am going on so ill stop now....

It wsa radio one at 730 this morning they may have been over the top so what is it all about then

The problem with all these "on the spot" fine initiatives is that they're good in theory, but in reality when was the last time a policeman walked past you in the street (especially during the daytime)? There is no-one around to issue the on the spot fine.
A.B.Yaffle 11-11-2004, 00:50 I think the street is probably the best place to allow people to smoke actually. I think it should be banned in indoor public places, as there is no doubt now that many people are killed by inhaling other people's smoke.
It is better to allow people to smoke on the streets than to allow them to smoke at home, as a lot of children are likely to develop cancer by inhaling their parents' smoke at home. I think it should be made illegal to smoke in a room where children are present, even if it would be very difficult to enforce the law.

patchy , you can rest assured that if this government ---or any future ' Liberal 'government ----- had the manpower they would stop people smoking in their own homes or within 50 feet of a child.
There would be an army of snoopers creeping up garden paths and peering into windows. There would be a hotline where people could report smoking -offenders for a reward. Children , especially would be encouraged to report on their parents.
For every adult convicted for , "Unlawfully smoking a noxious substance i.e. tobacco " the child who reported him/her would receive free double cheese whammy burgers for a year and a photograph of David Blunkett [in colour].

Take away the fact that a smoker damages their own health more than anything else, and possibly by passive smoking (which remains to be proven) others are harmed slightly. What benefits are there to a smoker free world? Does anyone really think it is going to make all that much difference to the environment? A few cigarette butts compared to a few hundred pounds of scrap thrown in some greenbelt area by a tipper - not to mention the amount of waste that gets thrown about and ignored.
So - what are the downs from having a smoker free country? For a start the national health service goes bankrupt. Have you seen the revenue from smokers tax?
Throwing cigarette butts down in the street? Aside from not smoking - what is a smoker supposed to do? Would this be viewed so badly if the filters were biodegradable, or if filters were banned?
I have no idea why car drivers empty their rubbish into the street. But then - this is not just car drivers who smoke is it. I have driven along and watched polestyrene cups, crisp packets and all manner of debris being thrown from vehicles.
Ah well - what will be will be.

It is down to education,mainly in the home and then at school. As for adults it should be a matter of personal discipline,which unfortunately appears to be in very short supply at the moment.

I hate having to breathe in other people's smoke whilst I'm walking through town and can often be heard muttering 'sooner that's banned in public the better'. lol
I accept the fact that a lot of pubs and clubs are smokey, I'd prefer that they wern't but I do still go to them. But I really hate breathing in the smoke when I'm trying to get a breath of fresh Sheffield air (!) on my lunch break.
And on the chewing gum front the councill have tried a couple of things to reduce it, like the gum target boards they put in which have now vanished. The main problem is definatly that if the councill does pay out the huge amount of money it costs to remove gum from the pavements it is back within 3 months. Maybe they should make town centres gum free zones?? If you're caught chewing gum you have to pay a fine of 1 million dollars, lol.
Anyway, this new tax per packet should help pay for the clean up

All this smoking and drinking. Why can't we ban it all ?
After all , they banned drinking in America in 1920 and look what a great success that was .!
Drugs have been banned here in Britain for a long time now and , as we can all see , the amount of drug-taking has practically disappeared.
Homosexuality was banned for years in Britain and as we know , it is virtually non-existent these days.
After the Dunblane massacre , the government clamped down on gun ownership and what's happened to gun crime since then ? Well , it's practically faded away , hasn't it ?
So with gambling:----that was virtually illegal until the mid-60's and now gambling has disappeared , along with all those other nasty human vices.
It just proves one thing---------if people start enjoying themselves , we must ban it , before it gets out of hand. There are plenty of other things to do in this wonderful country of ours-------targets to be met , counselling of vulnerable young people , outreaches to reach out to , co-ordinating to be co-ordinated and important meetings to attend. How people find time to sit drinking , smoking , laughing , telling jokes and criticising the government ,in public houses , I will never know.
no problem with spot fines for dropping cigarette butts.
no problem with banning smoking in offices/pubs/restaurants etc.
fail to see how any sane person could ban smoking in the street. where would people smoke? how would addicts go to work?
they may as well ban smoking full stop if they are going to do that.
I'd rather see someone smoking in the street that drinking.
I' rather you ban drinking than smoking as it does more social harm.
