Service charges are getting more and more expensive on flats

Who should be expected pay the service charge the Landlord or the tenant when you rent a flat?

If you have a mortgage on a flat its an extra cost to find each month plus bills

As a tennant I would always expect it to be part of the rent. There is no good reason for it not to be.
