This is basically a question for any councillors on the forum or any one that can answer, why is it when a new building site starts in Sheffield, especially round the Neepsend/Kelham Island area, that they promptly have roads closed to accommodate their building materials, and they put their fences up to take the pavement as well.
I noticed that they have just started one on Ball Street, fenced the site off, and they have taken the pavement away as well, as they have done on Green lane and Mowbray Street.
Why are they allowed to do this.

Because redevelopment and regeneration is looked on as being a good thing and they can't build them any other way!

if the pavements are blocked by builders' storage, and there is

a) not a clear metre-width of safe passage left on the pavement, and

b) there are no pedestrian refuges provided, with ramped access for wheelchair users, then the contractor is in breach of regulations.

get in touch with the council, and make a complaint, if that is the case.

Near the closure there should be laminated traffic orders tied to a lampposts which detail exactly what's happening and when. Assuming the conditions of the application to close the street hadn't changed since the order was posted, you might get some comeback if you take it up with the Council.
