Don't think so mate. It's an Oxford Uni report. The Health Dept. have actually kept it secret for 3 years apparently.

It seems to be more of a risk to familys with children under 15 ,
Apparently the electromagnetic field assosiated with the high voltage can cause childhood lukemea. I remember four or five years ago it was in the news, there was a thing about substations too a young girl who's bedroom was next to the local substation developed lukemea (sorry can't spell today). They made the link when they started to look at the instances of children who lived near to powerlines and substations developing lukemea it accounted for somthing like30% of cases . Still bit of a bummer for people with houses near to the lines it can knock thousands off the asking price if you were to sell (so the news says today)
I think there have been a couple of possible mechanisms for the effect -
a. The low frequency EM fields themselves may cause disruption to cell membrane behaviour or the cell's control systems.
b. The high voltage electric field attracts dust and other particlulate matter in to the vicinity that might be carrying carcinogens.
c. The electric field and the magnetic field acts to 'focus' any charged particles, alpha particles or beta particles that might be emitted by local radiation sources - radon, for example - or even cosmic rays.
I'm no expert but the first one sounds the best bet, but it should be possible to conduct experiments to look at the mechanism and possible do soemthing to reduce the effects. For example, screening and burying the cables would probably remove ALL the effects, though getting total screening of even a buried HT cable might be hard work.
But cheaper than a truckload of damages, and also less hassle for the electricity supply companies in the winter, with ice damage to overhead cables.

It's a genuine issue - there were articles about the posisbility of this in the technical press 10 or 20 years ago!

Hardly a secret, the "hidden dangers" of powerlines have been well documented for a while.
Another cause, adding to what JoePritchard said, is that it ionises particles around the cables causing them to drop to the ground as they are denser.
