They aren't trying to get rid of the draw in a sense. The draw would still stand, but for an extra point the penalty shoot out decides it.
And it has also apparently come from a survey of fans and not the league.,

Your first paragraph is correct but I read on teletext that "the League's 72 club chairman set up a working party at ways of making the game more attractive." I've been watching football for 54 years now and have no problem with the existing framework. Pleased to read it has been well 'sticked' by several including a "crackpot idea" by Bristol City and Warnock joining the anti's.

Won't this encourage teams to go for a draw and take a chance in the pen shoot out rather than going for the last minute winner.

The 72 league chairman will look at the ways to make it more exciting, the idea has come from a "survey" put to fans.

This way you only get 2 points instead of 3.

I know one team will get 2 points, my point is that after 80 minutes both teams will settle for the draw and try and get 2 points rather than go for the winner.
If they want to mess around with the points system why not do something like give an extra point if you win by 3 clear goals

Because the bigger teams will get more points over the smaller ones.
