My sister had a problem with kids trying to cause damage to cars earlier, the police came and got hold of some of them and one of the police women started to write out a ticket in a long thick book, It took her about ten minutes to write it out and then made the kid sign it.
She didn't search him or anything, just like to know what these tickets are they give out.

More than likely a 'stop' form. The Police have to complete one when they stop someone and ask them to account for their actions/ where they are etc, usually after being called out for something either to do with that individual or something thats taking place nearby.
i was stopped and searched well over 100 times never ever did I once recieve a form, not that I actually wanted one mind you.
Could have been a fixed penalty notice for anti-social behaviour.
