only prob with audacity is it will convert imported files and then reconvert them back to mp3 once your done chopping. over time the effect will be like recording a cassette to another cassette.
this program (http://www.mpgedit.org/mpgedit/index.html) will edit and your soundfiles without conversion and so maintain the sound quality (not like it matters when copying to a phone but im anal like that). it comes from this section (http://linux-sound.org/one-page.html#snded) of this page (http://linux-sound.org/one-page.html) which anyone interested in music will probably find interesting. note, it says linux, but the vast majority of programs on there have windows versions (such as audacity).

Audacity can import and export .wav and .aiff files aswell. It can on the mac version anyway. I would have thought the pc version would be the same.
