It's called 'Ville Fleurie' and basically, some floral council grade cities, towns and villages accross the region. There are categories, seaside town, large city etc and regions. Each city gets given a sign with its category + Fleurie on it and each time they win, an extra flower logo gets added to the sign, you can get a maximum of 4. Yeah it's in cheese country, but this systel is good, and it is nice to see some cities/town make an effort to win such competitions.
