If you are trying to make a bootable floppy disk that boots to DOS

open "My Computer" right click the floppy drive, select "Format" and check the box that says "Create an MS-Dos STartup Disk" that will give you an windows ME boot disk

to make a floppy boot disk to boot your current PC to windows XP

open "My Computer" right click the floppy drive, select "Format" and allow the disk to format, then copy (not move) NTLDR, NTDETECT.COM and BOOT.INI to the floppy disk

to make a set of floppy disks to allow installation of XP on a machine where the CD-ROM drive won't boot with the XP setup disk follow the instructions given here ->http://support.microsoft.com/kb/310994/en-us<-

try www.bootdisk.com this has boot discs and some other useful stuff on

You don't need a startup disk for XP. Just put it in the drive and boot from CD.
