can anyone tell me if it is safe to delete all the files in Windows\TEMP folder

should be fine. For piece of mind rename the temp directory and create a new temp directory, then use it for a few days. If you have any problems you can just revert back to how it was!

you should be fine.. if the system is using any of those files it'll usually stop you...

I do this 2 or 3 times a week (as well as all Inet caches, cookies, swap file etc)!

Perfectly safely (with the exception of the swap file which is a little more "involved").

With the swap/page file you might want to consider grabbing this little utility..

http://www.sysinternals.com/ntw2k/freeware/pagedefrag.shtml

You can only use it on certain Operating systems (so read the manual folks)... but it's a useful one..
