The farmer, Mr Hunter had rights to charge a toll to pass through his land hence ' Hunters TOLL bar' - I don't know if the toll bar on the roundabout is the original, would be suprised, cos it's so long ago. From the impression I get here of the council...the funny part would be that it wouldn't look any different than those pictures.
