I wish to open a bank account but do not have any of the three main requirements.
1)Passport
2) Driving Licence
3) government Benefits correspondence(they would not accept Working tax credit letter with NI number). I am blowed if I have to pay for a passport ,ID car, Driving Licence. Just so the government can say yeh he's paid x amount of pounds and he exists.

Can anyone help?

You need to prove your identity as well as your address. Other than the items you've mentioned you can use:

PAYE Coding Notice
HMRC Notification of Working Family Tax Credit
HMRC Notification of Childrens Tax Credit
HMRC Notification of Disabled Persons Tax Credit
HMRC Tax Calculation.

but not a P45 or P60. They must also have been issued in the current tax year and show your name and full current address.

To verify your address you will also need to show one of the following:

Bank, building society or credit union statement or passbook

Council tax, local authority or water rates bill

Each bank will have their own, slightly different list, and most banks will have a helpdesk they can refer to if the standard ID isn't available. However, without standard ID you will probably find yourself limited to a basic account.

You can get a more up to date tax coding notice by calling the tax office.
