Have you tried putting "photo retouching" or "photo restoration" into Google?

moor prints, at moorfoot (on other side of road from moorfoot tavern) are very good, very professional. You could them; It is not a cheap process, mind you.

Just remembered, Carsons, the stationers on west street also do it, that's another option.
