I suppose it's better than sweeping the streets in working hours, as it causes less disruption.

As to why they have two blokes in em, this is the Sheffield Council.
Why pay two wages and get two jobs done, when you can pay two wages for just the one job? Makes sence in an SCC way really, doesnt it. :rolleyes:

They are to clean up the mess left by people leaving your bar before people get to work in the morning!
