I did say maybe. Thanks to Mikey in another thread its more likely this:

http://www.sheffieldtoday.net/ViewArticle2.aspx?SectionID=58&ArticleID=816485

"SHEFFIELD is to host a summit on anti-terrorism measures involving top Government Ministers from five major European countries next week.

A massive security operation is planned for the unique two-day session in Sheffield and the Peak District.
Home Secretary and Brightside MP David Blunkett will host talks with opposite numbers from the key European member countries France, Germany, Italy and Spain.
Terrorism and international policing operations are two of the items for the "informal" talks between the home affairs ministers." etc etc

There were five international Government Ministers.
Home Secretary David Blunkett met with his counterparts from France, Germany, Italy, and Spain on Monday and Tuesday, at a location in Derbyshire. Prior to the official meetings beginning, the Home Secretary brought the Interior Ministers to Sheffield to show them his home city, and the Council hosted this visit. During their time here, the guests were presented with examples of what Sheffield has to offer.

The Interior Ministers who visited were

Dominique de Villepin - France
Otto Shily - Germany
Guiseppe Pisanu - Italy
Jose Antonio Alonso - Spain
