other than the jobs section on sheffield forum (which is great) and the university job shops, where else is it free to advertise jobs in Sheffield and the wider region? A friend of mine wants to advertise a job vacancy without having to pay astronomical fees asked for by local papers.

It is free for the candidate but not for the recruiter. That is how they make their money as an intermediatry.

http://www.graduatelink.com/

Is quite good, and doesn't seem to be just graduate jobs - I've seen jobs advertised there where the requirements are for 5 GCSE's.

What exactly are you looking for? Becuase it depends on the type of job you are trying to advertise, some do better in the local papers and others do better in on the internet.
