I think Ducking Stools should be brought back for minor offenders.
A good public ducking would do them a large amount of good in my opinion!
You could hold them under water for various times depending on the severity of their crime or until their Burbury cap becomes dislodged from their head and floats to the surface.

Oh but they aren't chavs now are they? They're 'loveable rogues', they have A.D.D, his/her parents have split, its peer pressure etc etc
