What about a Broomstick??? :D  Or a voodoo doll. I am sure after 60 years on this earth there is someone he knows who deserves a few pins :D

Other than that I do not know. What about one of those commemorative newspapers???

It all depends on budget and agility. If you can afford £100 or so then a training half day in a Formula Ford or rally car may an idea. Alternatively, for the same price a 1 hour taster flying lesson or a trip in a helicopter.

If he's into the arts then a ticket to Stratford or a musical in London.

When my parents had their golden annniversary my sister got some old cine film put onto video for them.

I'll stick some more ideas here as they come to me.

Hope it helps.

How touchy is he about his age? My Mum and her mates started doing 'granny kits' and 'over the hill' kits, which is always a good laugh - obviously as well as the more usual kinds of pressies (how about a weekend away at a really nice hotel or guesthouse, all relaxy and nice, and taken care of hand-and-foot?)
The 'kits' involve things like Grecian 2000, coupons for hearing aids, support stockings, etc all in a box and prepared with witty comments.

Mum always says 'I don't want a fuss' but I've never seen anyone complain about being made a fuss of. It's often the hassle people don't want
If you think he may be leaning that way, how about you and others organise a surprise reunion party, with old mates and family members he's lost touch with. And decorating the venue with old pictures of him/family/friends with silly captions, etc. You could include favourite foods from the past, and stories about his adventures through his life...

Best of luck.

If he has any connection with the Trade Union movement try a weekend at Wortley Hall at Wortley:

http://www.wortleyhall.com/

There's also a riding stables nearby at Mallard House if he's up to a hack and an industrial museum at Wortley Top Forge:

http://www.topforge.co.uk/

Also brilliant home-made cakes for Sunday tea at the cafe in Wortley.

PS I have no connection witrh any of these establishments, just think they're brill.
