"Sorry we were unable to sign in to MSN messenger at this time. Click 'troubleshoot'. Is a spy trick. Nothing is wrong. It hapens even when the network is well working. Its a trick of Microsoft, so that people click on the "troubleshoot" button and then it calls home and sends your private information to them.

if you are really, desperately, gut wrenchingly worried about what gets sent

install a copy of ethereal (www,ethereal,com) and use it to monitor the IP traffic going out of the internet connection, have MSN send a report with the internet disconnected so you can see exactly what gets sent

alternatively don't hit the report button just keep retrying ;)

At the risk of encountering further surreal moments, is that a serious question? About IP addresses rather than postal addresses? Try tracert if you are running Windows. Or if you want to find the owner of an IP address, try a "whois" website.
