So, people would be getting back a service in rough proportion to what they paid. When you think about some of the politically correct stuff that public money gets spent on looking after pensioners' garden seems a pretty sensible use of funds. They shouldn't have them, a rather reactionary view. So someone lives in a house for most of his adult life, and as he gets too old to tend the garden gets turfed out... seems a bit harsh. It was very restricted, ie people had to have a significant disability and there were some other factors, while the help offered was just basic. Have you asked the Council? They may have got rid of it, of course.
