Treat this as hypothetical.
How much would a piece of land in lower walkley be worth. The size is approx 9 * 10 m (27 * 30 ft).
No planning permission, but I suspect it would be relatively easy to get as it's in a housing area and would be just one more house at the end of a row of houses. The land is currently driverway/garden.
2nd question, does anyone know how much it actually costs to build a house from scratch? I can take a guess at around 50k, but it is a guess.
It's value will indeed depend on its potential for planning.
However, that's where the trouble starts. It's quite a small plot, and it doesn't sound as though you would be able to create adequate garden / amenity space with even a small house. Technical stuff, but you will need 21m between the new house' rear windows and those of the overlooking houses, and an 8m garden. You can occasionally get away with a little less depending on circumstances, but not much.
non of the houses here have an 8 m garden... would a new build still have to comply with these regulations even if that was out of keeping with the type of housing in the area?

21 metres between windows is huge, that means a 33 foot garden each (for houses directly facing each other). In fact, across a normal sized side road terraced housing won't have that clearance!
You can sometimes get exceptions with new-builds, but it depends on all sorts of things really.
I would suggest going to Blackwells bookshop in Broomhill, they have an Ordanance Survey office upstairs where they will be able to print a 1:1250 scale OS plan of your house and the others around it. The cost is about £25 for 6 x A4 copies.
Then call the Planning Dpt at Howden Hs (273 4567) and arrange to see a planning officer - then you can discuss it face to face with the person who will be doing the work if you decide to make a planning application. It will save employing an architect until you know whether you should proceed.
New builds only have really small gardens anyway, so why make a fuss over plot size?
