I need some advice from someone who know s how the Sheffield homes right to buy works. preferably someone with a legal background too.

Sheffield Homes doesn't administer the Right to Buy, it is all done by the council. Some info about it here: https://www.sheffield.gov.uk/in-your-area/housing-services/rtb-leaseholders/buying-your-council-home

Sorry, don't have a legal background, but the information is fairly clear on both websites.

Post #2 is correct. RTB chiefly depends on:
a. the property's open-market value;
b. for how long you've been a public-sector tenant;
c. a statutory maximum discount limit; and
d. a statutory minimum 'cost floor' net (discount) purchase price limit.
