in what context?

on the computer or is it an actual key?

a clearence key i would guess is a key or card that you will swipe to let you through a door or something ??

accept it then find out what it is

It usually means that the property is due to be cleared - demolished.

You should ask the person making the offer.

If I remember rightly from my days as one of Kelvins last remaining tennants, a clearance key is this. If an area is being cleared, as Kelvin was, tennants are offered a chioce of where they are re-housed. If they know someone who wants to move and they fancy moving into their house they can do it via a clearance key. The person who lives in the desired property is allowed to choose where they want to live (dependant on availability of course), taking over the other tenants priority.

Kind of like this if it makes sense:

Tenant(1) in clearance area has rehousing priority and can chose a new location to live in.

They spot a house they like, already lived in by tenant (2)

Tenant(2) wants to move.

Council finds Tenant(2) a new house where they want to go, using Tenant(1)'s priority (or clearance key)

Tenant(2) moves into new house using clearance key priority

Tenant (1) moves into Tenant(2)'s old house.

I think that is just about right but I woukld double check with the council.
